D. Strategy |
Whenever practical, the responsive actions discussed in Part C should be deployed as part of a comprehensive strategy that also includes capacity-building and prevention measures. Only such a comprehensive approach can move beyond the individual crises of the present day to establish conditions where academic freedom and related values can flourish over time. This section outlines five elements of a comprehensive strategy, each aimed at building the capacity of the sector to protect itself. Extensively deployed before a crisis, these capacity-building elements serve as prevention measures also.
As with Part C, this section provides a starting point only and is by no means exhaustive. The elements outlined should be further explored by scholars, advocates, universities, staff associations and trade unions, student groups, NGOs, think tanks and other stakeholders in their work to protect academic freedom. As with the actions outlined in Part C, strategies for protecting academic freedom and university autonomy ideally should be pursued in order of their proximity to the situation of concern. Local or national level strategies are almost always preferable and may be necessary as a prerequisite or complement to regional and global efforts.
